Windows 2003 server and XP with Ghost software

I install Windows XP profession first on this new HD, then install Windows
2003 server, when all done, I use the Ghost software copy this entire image
to the other machine, the problem is I can not change the IP address on the
windows 2003 server, when I right click on "My Network Places" I can see the
properties of TCPIP, it disappear, then went back to desktop, it won't let me
change the IP address, but on XP first partition I can go ahead change the
IP address without any problems, because I have 20 new HD, I need copy entire
images to this 20 machines, I used to be able to ghost winows 2000 server
without any problem.
The funny part is if I just have new HD with only windows 2003 server on it,
then I can ghost to the other machine, I can change the IP address, it's so
odd, first thought is windows 2003 server problem, but it's not.
This is only happen with XP and windows 2003 server on same HD, is anyway I
can install windows 2003 server first then install XP second, is there
sequence that XP need install first before windows 2003 server?
