Hello,
It sounds like some of the files are mismatched versions or media type
files or even possibly some of the dlls are not properly registered( the
registry restored has issues, particularly since one of the accounts is
missing)
to test windiff the system32 of a working Windows Server 2003 install with
a volume license key with a broken one.
You should always be able to logon in Safe Mode with the "administrator"
account with activation issues. You can check the accounts to see if the
local admin account is still present or missing.
You can also register dlls that may not be registered.

We don't see this type of problem with volume license media.

<We are testing Windows 2003 ASR (with IBM Tivoli Storage Manager).
