At present, let's focus on your technical concern here.

I think you are talking about the following policy:
"Hide Desktop tab" under
User Configuration\Administrative Templates\Control Panel\Display
This policy removes the Desktop tab from Display in Control Panel. This
setting prevents users from using Control Panel to change the pattern and
wallpaper on the desktop. Enabling this setting also prevents the user
from customizing the desktop by changing icons or adding new Web content
through Control Panel.
If you set this policy on Local Computer Policy, you may run "gpedit.msc"
and then locate preceding policy and set it to "Disabled" or "Not
configured".
If you meant this is a domain GPO and you don't know which GPO contains
this policy or which OU(s) is linked to this GPO, it will be a little
difficult, but you may use a great tool - Group Policy Management Console
(GPMC) to help you find and edit / unlink / remove this GPO.
