Video doesn't work except VGA

In both Windows 2000 and Windows 98 SE, this system won't run in anything
except VGA Mode/Safe Mode. On 2000, the system displays the small banner
"Please Wait... Windows is starting up..." and then video locks up. On 98, it
freezes on a black screen after the cloudly boot logo goes away but before
the gui loads. It doesn't appear to matter what driver is installed, except
that anything over 16 colors at 640x480 causes the lock up. FreeBSD/Xorg runs
fine at any resoultion, but I need Windows. I've never seen anything like
this, please help!
System:
Pentium MMX 233
FIC PA-2012 motherboard (VIA Apollo VT3 chipset)
384 MB RAM
Nvidia TNT2 Model 64 (AGP)
