Password encrypted for FTP transfer

Hi,
I have a question about encrypting the password for a username (Domain
account). Here's the situation.
We want to use an Active Directory Domain Account that will be use to
transfer files from a Mainframe to a Windows server(s). Only the password
must be encrypted not the data. Can I use a Windows Certificate Authority to
generate a certificate for that user to encrypted the password and send that
certificate to the Mainframe guys so they can import that certificate in
their security database?
