DHCP reservations and exclusions questions

Hello!
On a Server 2003 DC, I want to have a scope range from 10.0.0.70 to
10.0.0.199, but I want to have reservations in the range of
10.0.0.70-10.0.0.99. Is there a way to set aside a range, from .70 to .99,
for current and future DHCP reservations?
Basically, I want standard workstations (not needing a reservation) to start
pulling from .100 and up to .199. I want reservations for workstations to
start at .70 and go to .99, but if I have the scope start at .70, what is to
prevent any workstation from grabbing an address from the .70-.99 range? Can
I combine reservations and exclusions? In other words, if I exclude .70-.99,
stations will obviously begin pulling from .100 and up to .199. But, if I
add reservations in the .70-.99 range, would they override the exclusion and
still hand out addresses to the clients that have reservations set up?
