Account to shutdown a Domain Controller - non-domain admin

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance



Is there a way to make an operator account that would have the ability to
shutdown a domain controller? Or would there be a way to shutdown a domain
controller without having to log into it? We want our operators to have
the ability to shutdown our domain controller in case of a planned power
outage. All domain controllers are Windows 2003 SP1.
