Question about "passwords must meet complexity requirements"

Hi,
We are running Windows 2003 AD with Single Domain here. I have couple
question and hope some could help me out.
1. Is that true i have to apply any password policy like "Passwords must
meet complexity requirements" in Domain level? Otherwise will not work?
2. Is anyway i can TWEAK the "Password complexity requirements" to require
only upper case and lower case instead of upper case, lower case and numbers?
We want to enfore user to use difficult password but three of the four
available character types is too much.
