Watching a user in 2003 server

We have a user that continously installs prohibited software and travels to
non-allowed websites. I cant lockout users from installing software due to
the nature of our business so I want to be able to watch this nusers every
move and catch them in the act and have proof of the incident. What do I need
to do in order to do this? I woulod like to be able to watch their desktop
from my station but I dont nknow how other than remote connect which forces
the user to log out when I tap in.
