Slow Program Launch

Good Morning,
I am not sure if this issue is a Citrix or Windows issue. But I will
start here.
We are running Citrix Presentation Server on a dual 3.0 MHz CPU, 2 GB
RAM. The OS is Server 2003.
Starting last week, if I launch a program, it comes up fine. However,
if I double-click on a file, the program takes a good 30-60 seconds to
load. For example, if I double-click on a Notepad text file, it
launches Notepad and opens the file, but the process takes 30-60
seconds. Also, on some occasions, the logon into a Citrix desktop
session takes much longer than normal.
CPU usage is about 30%. Memory is hardly being used. I get the same
behavior when many people are connected or when I am the only one
connected.
Any suggestions would be appreciated.
