You could temporarily, or permanently, alter the logon script,
assuming all users have the right to change time on their workstation:
NET TIME /SET /YES
or you can create a startup script, which runs in the system context.
or
every day, maually adjust the server time by a few minutes, until it is within a few minutes of the correct time,
and then sync with an external time source.
