How to set global environmental variables?

Does anyone know how to SET an environmental variable on an XP workstation
that is visable to all other apps and/or cmd sessions without creating it as
a system variable and rebooting? Normal use of the set command limits
visibility of the variable to that cmd window. We have a need for an
application to set a variable several times during a user's session that
will need to be read from other apps and cmd scripts - not spawned from the
originating cmd window. Is this possible with dynamic variables? Is there
a better way to do this?
Any ideas appreciated.
