Internet Explorer Security Level Settings

I need to change the security level to low in Internet Explore on Windows
Server 2003 to test to some application testing. When I move the slider down
to low, it resets to medium. I uninstalled Internet Explorer Enhanced
Security, but it still does it.

Is there a setting on the local computer policy that does this? How do I
make this configuration change?
