Thanks for posting!

1) I setup a mandatory profile for the library patrons. However, the
wallpaper will not load up when the user logs on. There was no problem
whenI used a local profile.

Can I assume that you can load other settings from mandatory except
wallpaper? If this is the case, I suggest you attemp to make .Bmp files
as a wallpaper over GPO.

2) I would like the set up the Parent Control on the OU's GPO so that I can
| block some sites. However, when I was trying to modify the GPO, I was
actually modifying the Server's IE setting. Is there a way that I can
modify the GPO without changing the Server's IE setting?

You may want to modify the domain Group Policy for domain OU (Domain
Policy) not the GPO for domain controllers(Domain Controllers Policy).
