Thanks for your answer. I asked the question because when trying to explain
how share and NTFS permissions interact, I was asked by a student why Modify
is considered less restrictive than Change when applying the "most
restrictive" rule that you mentioned. I see no real difference between them
other than one is a share permission and the other is NTFS. But I do know
that Modify is considered less restrictive than Change.
