just a few questions:
Are you using roaming profiles? If yes, their size can slow down the login procedure.
Do you have client based firewalls? We experienced such a slow down after installing Trend Micro Officescan. This product added a firewall service. As long as that was running the logon procedure was very slow. Try to stop the firewall related services and set their startup to manual.
Are there any errors in the event log? If yes, provide them so that more possible reasons can be nailed down.
