In addition if I physically go to the server and login then I do get
the background as set in the registry.

Any ideas as to how I can get the desktop wallpaper to display when
remote desktop'ing into the server (or even better set the wallpaper
so that it is the same no matter which user you login as).

You can find the option in tab Experience on Remote Desktop Connection. I'm thinking about it by heart....

be aware though that having the background will affect the performance of your desktop session. Make sure you check the box that will cache bitmaps.
