Server Shutdown gets "It is now safe to shut down server"

I had an existing server that shutdown fine with windows
2000 server. did a clean install of server 2003 and now
when i shut it down I get a "it is now safe to shut down
server" message and have to manually shut off the power.
Just wodnering if there is something I missed in the
setup, the bios and everything is all updated and it
looks like it is set up properly, but again maybe there
is something i missed. Any help would be awesome!
