Windows Server 2003 'hang' issue

I'm trying to locate the cause of a problem that has recently developed on a
Server 2003 Enterprise Edition system. After installing SP1, the system
suddenly 'hangs' (sits idle for about 10 to 15 seconds while the hard drive
simply spins) when I open any program that accesses the internet. After no
luck troubleshooting the root cause on my own, I uninstalled SP1. To no
avail, as the problem has persisted.

Has anyone else experienced a similar problem? If so, were you able to
locate the cause?

Any ideas or suggestions would be greatly appreciated.
