Windows 2003 Domain Controllers

We have three Windows 2003 DC's in our environment. We are running in
Windows Server 2003 Interim mode.

One server serves as the RID, PDC Emulator and Infrastructure Server. If
that server is rebooted, nobody can log on to the network. My understanding
(limited as it is...) was that multiple DC's allowed redundancy that would
allow uninterruption of services. What can I do to reconfigure things so
logon is uninterrupted in case the RID, PDC server goes down or gets
rebooted.
