Please see the article:

1. Back up the keys, database, and registry entries per the article.
2. Uninstall Certificate Services.
3. Demote the DC.
4. Reinstall Certificate Services per the article.
If you need to move the CA to another computer, make sure that it has the
same name as the old CA server, and is running the same version of the OS.
Just to emphasize, you must make sure that the computer name on both
computers is the same.
