Why not create a new OU in your AD (AD users and computers),
and simply MOVE all the servers which you want to behave in this
way into that new OU, and create a new GPO for that OU.

That way the policy would only affect the servers, and not the regular
users.

I use this approach to differentiate different policies for servers and
users.
