Removing Shutdown from Start Menu

I am looking for a way to remove the Shutdown option on my W2K (more
important) and W2K3 servers. I want to do it as a safety measure to prevent
any rapid fire clickers from accidentily shutting down the server. I've seen
posts on how to setup a desktop icon to replace the shutdown command, but how
do you remove it from the menu? And is there a way to make a log off desktop
icon?
