I would be very surprised if ISA has not the possibility to route traffic based on groups, thus installing a server with both the cable and the DSL modem on it, slapping ISA server on it and creating that route rule should do what you want.
This means that the ISA server is your gateway and the server itself decides to route it over the right line.
However I am not sure if ISA is capable to route all traffic transparent based on the user group. Perhaps somebody with knowledge on ISA would be so nice to contribute on this thread?
