W2K3 Enterprise License Question



I'm confused. I'm not a "windows" administrator by training, but get to play
one in real life. I have an Enterprise version of Windows 2003 that comes
with 25 Cals... From working with other operating systems, it seems to me
that a 25 cal license should allow either 25 users and/or devices to attach
or log on this system. When I go to configure terminal services, the program
asks me for license information. If the 25 cal license that came with the
operating system isn't used for terminal services, what is it used for?

I suspect I am missing something REALLY basic here, but it really has me
confused!
