Administrators for work station

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance



I have a ISV where all users should access all workstations (WinXP) like administrators, but should not access the server (Win2003) like a Domain Admin. They are many workstations and set up the users like local administrators in each one is a big problem. How I can give this permission for the users?
