Taylor,
What you'r not saying is IF the group "ENTERPRISE DOMAIN CONTROLLERS" has
read access. You can check by going to GPO and select "Properties". The
security tab shows you the permissions. It should have the group in it with
Read rights.
You can also check the permission at
X:\WINDOWS\SYSVOL\sysvol\domain.com\Policies. Please make sure you know which
dirs to have (they are names as GUIDs).
