FTP error with IE only

This one has me scratching my noodle for about 2 days now.
FTP access to a Win2k3 server via the Internet on a remote workstation works
perfectly using FTP on the command line or with an FTP utility (such as
wsftp). The problem is I cannot connect with Internet Explorer using
ftp://ftp.company.com on any Win2k, WinXP, or Win2k3 server machine. I can,
however, use IE 6.0.2800.1106 on a remote WinME machine. I can also connect
to the FTP server on the internal network with IE on 2k, XP, and 2k3 without
a problem.
I tried resetting IE security on the XP, 2k, and 2k3 machines to medium and
even low to simulate the default medium security of IE for WinME. No luck.
IE shows me the flashlight and says "Getting Folder Contents" on the lower
status bar and then I eventually get an error message that says: "An error
occurred opening that folder on the FTP server. Make sure you have
permission to access that folder. Details: The operation timed out."
What's even more confusing is that the FTP log on the Win2k3 server gives an
sc-status code of 230 (User logged in, proceed), but yet an error message
pops up in the browser and shows nothing after clicking OK.
Is there a client or server side config I'm missing to allow IE on 2k, XP,
and 2k3 to access FTP sites remotely on a Win2k3 Server machine? A group
policy setting? A default server security setting? I know security has
been beefed up in XP and Win2k3, but I can't find any KB articles to help.
By the way, SP1 for Win2k3 server has not yet been installed.
Any suggestions?
