setting permissions on folder on win2003 server

Tech-Archive recommends: Fix windows errors by optimizing your registry

Hi all. I would like to know if it is possible to set permissions on a shared
folder existing on a win2003 server such that other users which are not
domain administrators can move files to this shared folder but not allowed to
edit files on this shared folder. These users are also allowed read access
rights.
