I'm not sure if it is possible with netsh - I had a quick look and couldn't
find anything under the interface context that would do this.

Anyway, the devcon command will do the trick:

You'll probably need to find the PNP ID of the device that you want to
enable/disable. I used this command when I had to create a user profile that
had networking disabled.
