Windows Time service error with 2003 SP1

A working 2003 based domain test infrastructure has recently been upgraded
with SP1.
All DC's are now reporting that they cannot start the Windows Time Service.
It fails with the following error:

Event ID: 46
The time service encountered an error and was forced to shut down. The
error was: 0x80070700: An attempt was made to logon, but the network logon
service was not started.

The NetLogon service has started without error.
If I import a new default security template the Windows Time Service starts
but as this all worked fine pre-SP1 I am concerned that there is a lower
level issue with the new SP.
