GPO Error (Event ID: 1508 & 1030)

my 2003 server have log a huge list of error with the event ID (1508 & 1030)
message:
Windows cannot access the file gpt.ini for GPO .................
(Configuration information could not be read from the domain controller,
either because the machine is unavailable, or access has been denied. ).
Group Policy processing aborted.

I cannot access Group Policies from AD interface. it show
"Access Denied, you may not have appropriet right"...

i can access my server's sysvol folder and i can open
open Gpedit.msc from command windows..

i have also done dfsutil / purgemupcache

what else can i do ??? please help....
