remote desktop disconnected message

I am connecting to a new Win 2003 STD server from a Win XP
Home computer via a VPN. The connection worked fine however
a message saying "Remote Desktop Disconnected" "The remote
session was disconnected because there are no Terminal
Server License Servers available to provide a license.
Please contact the Server Manager." appeared. The VPN is
working fine because it says I am connected to the server
appears. Now I am getting another message saying "The
client could not connect to the remote computer. Remote
connections might not be enabled or the computer might be
too busy to accept new connections. It is also possible
that network problems are preventing your connection." Any
suggestions ?
