Has a firewall blocking port 110 suddenly been enabled on this machine?
What is the result of testing a telnet to itself by executing the following
command at CMD prompt. Does telnet fail or succeed?
telnet <servername> 110
Next, run the command the below command and tell us if the server is even
attempting to listen on tcp port 110.
netstat -an
Do you see a listing for:
TCP 0.0.0.0:110
