Profile Quota per user

I have set quotas for Terminal Server users on specific users using GPO.
Is there a way I can give some users large quotas for their profiles or is
is a global variable?

I suspect that you may all tell me to set another GPO defining a different
quota for these users. If this is the best solution then can I do it iwhtout
moving these users into the same OU as the machines?

If it can be done on a server level and not GPO this would also be fine.
