Hi Alan. When you disabled the Inheritance from the parent you should have
been given two options, one to copy the existing permissions and the other
to remove the current permissions. If 'remove inherited permissions' was
chosen, no permissions are applied to the file/folder and only the original
owner can add the permissions to the folder. If you are the owner of the
folder you can add the permissions Full Control to both the System and the
user account and you will then be able to delete the folder.

If you do not have access to the account who is the owner of the folder you
will have to logon to the server using an account with Administrative
privileges and 'Take Ownership' of the folder.
