I've been looking, and I'm not able to find anything, but....is there a way
via Group Policy to disable the "Show informational notifications for
network printers" for Windows XP machines?

Looking at http://support.microsoft.com/?id=831582, it changes the
HKEY_CURRENT_USER\Printers\Settings\EnableBalloonNotificationsRemote key.

If not, what would you suggest is the best way for me to turn this off on
all my XP machines?

Thanks for your help!
