Ntbtlog.txt not created during Safe Mode or Boot Logging

A server I restored to our test lab (different hardware, but followed all KB
instructions) won't boot. I've tried both Safe Mode and Enable Boot Logging,
but neither create the ntbtlog.txt file in the %Systemroot%. How can I
troubleshoot what's causing the problem?
