Server03 ent. Help & Support Center stopped working

Please help,
Recently, the Help & Support Center option on my server 2003 enterprise box
stopped working altogether. The only help I found on MS website is :
http://support.microsoft.com/default.aspx?scid=kb;en-us;883544, which is only
a hardware workaround. Is there a known fix for this problem?
