The errors can be safely ignored if no other problems are occurring on the
domain, i.e., client logons. Reference:
LSASRV Event IDs 40960 and 40961 When You Promote a Server to a Domain
Controller Role
http://support.microsoft.com/default.aspx?scid=kb;en-us;824217
Event IDs 40960 and 40961 in the System Event Log When You Restart Windows
Server 2003 After You Run Dcpromo.exe:

However, if they are really bothering you, you can make the Netlogon
dependent on DNS (via the Registry) to clear the 40960 errors. Simply
navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Netlogon,
and add the string DNS to the key "DependOnService" (place it under
LanmanServer).
