2003 server Error "Insufficient System Resources"

Greetings,
We just upgraded our server from Win2k server to WIndows Server 2003
Enterprise and now have problems moving large data files between disks.

System is a Dell Poweredge 6650 with 2 cpus, 16GB memory, 40GB swapspace and
10TB disk which is our primary SQLserver with databases up to 700GB in size -
but no individual datafile is larger than 150GB).

We are trying to move some SQL datafiles between disks and get the
"Insufficient system resources" error message. We get this error using
Explorer, xcopy, SQL enterprise manager, file synch utilities etc....

The only relevant items a web search turned up was related to insufficient
swap space but we are maxed out (the max 4GB on each of our 10 drives)

Any ideas or suggestions welcomed.....
