Hi Troy,

Open policy at the level that you need (e.g. domain or OU level where you
computer accounts are located). Create new policy and edit it. Under
Computer Configuration drill down to Windows Settings -> Security
Settings -> Local Policies -> Security Options. Here look for the policy
"Interactive logon: Message text for users attempting to logon" and
"Interactive logon: Message title for users attempting to logon"

Double click on these two policies and configure them as you like. Now every
time users try to logon after they click ALT + CTRL + DEL they will receive
your custom text and they will have to click OK to continue the logon
process.
