Win2003 Console Login Screen Black- Can't Log In

Hello,
I've got a Windows 2003 Standard server. Last night, the C:\ drive ran out
of space. This is also our Veritas Netbackup server. Our operations guy
called me this morning saying he couldn't log in at the console. It was a
black screen with only part of the login prompt showing.
You can tab around in there and type in your user information, but can't see
anything typing. And when you log in successfully, it just sits there
forever at what looks to be the same screen.
Though in Event Viewer (using mmc from another computer), you can see that
login is successful. Even using Terminal Services to that server comes up
with the funky black screen with partial login showing.

This all started when the operations guy tried logging in at 6:18 am this
morning. Here is an event log entry:

Event ID: 439
Services (636) Unable to write a shadowed header for file
c:\windows\security\tmp.edb. Error - 1808.

After this error, I started getting a ton of SCECLE errors (corrupt JET
database where the error tells me to run esentutil on secedit.sdb). Here are
the events for those:
Source: SceCli
Event ID: 1005
Some JET database is corrupt. Run eseuntl /g.....

Source: SceCli
Event ID: 1202
Security policies were propogated with warning. 0x10d9 : unable to read from
or write to the database.

After I followed the directions from teh 1005 error, there are no more
errors in Event Viewer, services are all fine and the server functions.
Except the login screen! What did I miss!?
