Cypour,

You access Group Policy through either the Active Directory Users &
Computers mmc snap-in or the Sites & Services Snap-in.

As a start, try going in to AD Users & Computers, right clicking on your
domain object and select Properties, then click on the Group Policy Tab.

GP objects can be created at a OU, Domain (Users & Computers) or Site level
(Sites & Services)

If you say you have imported the templates I am thinking you may have
installed them on the local policy as apposed to group policy.

Oh and Group Policy then applies to all user / computer objecs either
beneath the domain / OU or site level.
