Windows and Group Policy

I'm totally confused.
Can someone please explain how Group Policy works, and from where does
it work?

I'm trying to set up Windows Update Services.

I import the administrative template and configure everything,
but I don't seem to be able to understand how group policy works.

Where do I have to run gpedit.msc?

On my domain controler?

Or do i add the group policy by the properties of the OU in active
directory user's and computers?

I'm totally confused.

Can someone please help???
