Server software allocation

So which is better if I had to choose (for two computers):

1) Domain Controller and Exchange together, plus second machine as file server

or

2) Domain Controller and file server together, plus second machine as Exchange

(Both scenarios include a low-end backup DC with backup POP3 server)

Not sure which to go with. Any advice is appreciated. Thanks.
