Proper Control of DHCP Address assignments per interface

I have had some problems with incorrect network address assignments and
when people move computers between networks (interfaces on the server)
that they do not correctly release and reassign to the new network. Even
after ipconfig /release - delete on server ipconfig /renew. In fact I had
to turn off the one scope so that the server assigned from the other scope....
In the unix world the scope would be attached to an interface, and a new
scope would be attached to another new interface.
This does not seem possible, i.e. I can not install 2 "servers" in the
Manage server->DHCP view, and I do not want to turn off the binding to one
network without turning on the binding in another setup ...
Any ideas?
I have had the luxury of isc-dhcpd software on unix boxes that allowed me to
configure static addresses per computer per interface.
