File Download dialog box when executing program from LAN

Hello,
I have just set up and added a new windows server 2003 server to our
network, with the idea that it will ultimately be used as a terminal server.
but in testing this server I am finding that when I try to run programs that
are located on our network and have had their client installation programs
run on this server, the "File Download" dialog box is still being displayed.
This same dialog box
I think that there is a security setting in the local security policies that
I can change, at least that would be my first thought. But when I look at the
security policies I am not seeing one that is obvious that I would need to
change.
Can someone please tell me what setting I need to change so that when I
execute networked program I am not getting the file download dialog box.
