Can't see folders after crash

I recently had a crash on my system. I was forced to reinstall my OS. Since
then there are some folders which I cannot access. There is no logic to this
as it is not just one drive or folder. Even within one folder there can be
some subfolders which are readable and some which are not. There are two
common things in all the folders: The space is still registered by Windows as
being taken & for every folder that I cannot see, there is a file with the
name of the original folder and this file is always 32 kb in size.
Can these folders be recovered? Any help would be appreciated.
