Thanks again Todd. I checked the Event Viwer on BDC, it has no problem
of pulling updates from W2K3 AD DC (PDC Emulator). It said

n updates successful from PDC

It is just Server Manager complains PDC not found. Anyways, I removed
WINS and hopefully remove all the grief. 8)

Again, thank you for sticking with me and teaching me the basics of WINS.
